Here is a perfect picture of the bumper, the Hooker, the tracks, car, and the can.
The Hooker is wearing rain gear, probably because of water seeping into the shaft
from somewhere above.  It is obvious why he needs the platform.  You can also see
the ring on the bottom of the can.  This ring was used by the hoisterman, by attaching it
to a stationary chain, to dump the dirt.
